Tile roofs can be great, just don't walk on them!
This picture is a perfect example of why it's good to take care of a cracked or broken tile as soon as they're discovered. These tiles are underneath a second story and likely a painter or someone washing windows broke them. The felt paper underlayment eventually gives out, and this roof starts to leak.
What you are seeing in the very center of this picture is the plywood sheathing.
The black material is the deteriorating felt paper, which is the last barrier preventing leaks.
